Overview
The key place of seeds in farming systems and agricultural development is not questioned. However, the type of assistance required to maximize the impact of seeds and varieties differs between the countries of the region. There is a gradual shift from technical issues such as production, processing and quality control to issues of policy, economics and management which underpin the restructuring of national seed programs. While this process is driven by the desire for greater efficiency in seed supply, there is also concern that the needs of poorer farmers and of less productive areas should continue to receive attention and thus benefit from research. This requires a good understanding of local seed systems.
